The story: Potter's Bluff is a little town, "not bigger than a postage stamp".
Everyone knows everyone. It isn't much of a tourist trap and very few strangers ever show up.
But when a handful of strangers who have been in Potter's Bluff end up dead in some pretty horrific fashions, the sheriff is on the case.
His wife, a teacher, seems to know some things about one of the strangers that was murdered that no one else knows. Something about photography equipment for the school she works at.
Now , all of a sudden, the population of Potter's Bluff is slowly getting larger, and the new residents look eerily like the people who were killed.
