Based on some of the comic strip by E.C. Segar and some of the cartoon by Max Fleischer.

The story: Popeye sails to the town-by-the-sea, Sweethaven - while looking for his long-lost pap-pee.
During his stay, he rents a room, by chance, in the Oil household, where Olive lives and happens to be contemplating marriage to the wealthiest man in town - Bluto.
Popeye also adopts an orphan who has been left in his care while he wasn't looking.
