The story: Raymond is trying to get Debra more interested in sex. She explains to him that if he took more personal responsibility, he just very well may get lucky more often.
Debra convinces Ray that having a vasectomy is a good idea.
The day he plans on having the procedure done, his friends and brother talk him out of it.
That evening he returns home and explains that he chickened out.
But he is proud of himself for taking some personal responsibility by buying condoms and is equally excited that after trick or treating he will get lucky.
Frank stays at Ray and Debra's house to give out candy while they trick or treat with their kids.
But Frank runs out of candy. Or at least till he looks through the kitchen cabinets and finds what he believes is candy.
